Catbalogan City, Samar — Marking a major step toward sustainable economic transformation, the Province of Samar has formally received the Samar Bamboo Industry Development Roadmap (SBIDR) 2026–2036, a comprehensive 10-year strategic plan aimed at unlocking the full potential of its bamboo sector.

On behalf of Governor Sharee Ann Tan, Provincial Administrator Fe Tan-Arcales accepted the roadmap with deep gratitude, underscoring the Provincial Government’s commitment to building a future-ready, inclusive, and resilient bamboo industry.

“This roadmap is more than a document—it is a shared vision for Samar’s development,” Tan-Arcales said. “It lays down the path for transforming our abundant bamboo resources into meaningful economic opportunities for our people.”

The initiative was spearheaded by the Provincial Government of Samar, in strong collaboration with Northwest Samar State University, Samar State University, and various stakeholders from the public and private sectors—highlighting a unified, multi-sectoral approach to industry development.

Despite its rich natural resources, Samar’s bamboo sector remains largely underdeveloped. Current utilization is fragmented, processing infrastructure is limited, and institutional coordination requires strengthening. While the province holds vast potential, stakeholders emphasized that a more cohesive system—anchored on infrastructure development, value chain integration, and strong partnerships—is essential to translate this into real and lasting benefits.

The SBIDR 2026–2036 addresses these challenges by providing a clear and strategic framework for industry growth. It outlines the province’s vision, goals, and objectives, while presenting a comprehensive assessment of the current state of the bamboo sector. The roadmap identifies critical gaps and development concerns and proposes a set of priority Programs, Projects, and Activities (PPAs), complete with corresponding resource requirements to guide effective implementation.

Designed to position Samar as a leader in bamboo innovation and sustainability, the roadmap envisions an industry that is integrated, environmentally sustainable, disaster-resilient, and globally competitive. It also aligns with the province’s broader Spark Samar Development Agenda, particularly in advancing livelihood generation, green enterprise development, and climate-adaptive industries.

Key components of the roadmap include strengthening bamboo propagation and plantation development, establishing processing and manufacturing hubs, enhancing product design and market access, and fostering partnerships with academic institutions, national agencies, and private sector players.

With the SBIDR now in place, the Provincial Government is set to mobilize stakeholders across sectors to ensure its full and timely implementation—turning bamboo into a pillar of inclusive growth and sustainable development in Samar.

As Samar continues to build forward, initiatives like the Bamboo Industry Development Roadmap reaffirm the province’s commitment to innovation, resilience, and people-centered progress.
