Mandate

The mandate of the Provincial Government of Samar is stated in Section 16 of the Local Government Code of the Philippines. It dictates that every local government unit should exercise the powers expressly granted, those necessarily implied from those granted, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those essential to the promotion of the general welfare.
