


The Provincial Government of Samar has successfully crafted its Local Public Transport Route Plan (LPTRP) 2026โ2028, becoming the first province in Region VIII to secure a Notice of Compliance (NOC) from the Land Transportation Franchising and Regulatory Board (LTFRB).
The NOC is awarded to LGUs whose route plans are found sound, practical, and compliant with national guidelines, making this recognition a milestone in Samarโs push toward modern, efficient, and inclusive transport.
Governor Sharee Ann Tan, who personally received the NOC, underscored the importance of technical collaboration and forward planning, noting that the LPTRP will play a crucial role in attracting investments, boosting economic activities, and ensuring improved access to basic services for Samarnons.
Meanwhile, LGU Gandara also receive a Special Notice of Compliance, one issued to LGUs with LPTRPs but without proposal for fixed routes and only with justifications narrating existing transport situations in the plan.


Samarโs LPTRP sets the pace for other provinces in Eastern Visayas,opening opportunities for sustainable growth, easing travel for communities, and laying the foundation for a transport system that works for both people and the environment.
