The Tourism Resurgence “From Calamity to Opportunity”

Spark Samar is the award-winning tourism and development campaign of the Province of Samar. Launched in 2015 under the leadership of Governor Sharee Ann Tan, the initiative was designed to shift the province’s narrative from one of conflict and disaster (following Typhoon Yolanda) to a story of resilience, natural beauty, and unexploited adventure.
The Vision: To transform Samar into the country’s top eco-tourism destination by highlighting its rugged, untouched landscapes while providing sustainable livelihood to local communities.
Key Destinations (The Tandaya Trail):
- Sohoton Caves & Natural Bridge (Basey): A geological wonder featuring cathedral-like caverns and a massive natural limestone bridge, best explored via river kayak.
- Ulot River (Paranas): Famous for the “Torpedo Boat” extreme ride, where locals maneuver roofless boats through raging rapids, showcasing the community’s mastery of the river.
- Lulugayan Falls (Calbiga): Dubbed the “Mini Niagara of Samar,” a majestic, multi-layered waterfall spanning the width of the river.
Global Recognition: The campaign’s success in rebranding the province earned it the Bronze Stevie® Award for Communication Campaign of the Year at the International Business Awards (2019), proving that a government-led campaign could compete with global private-sector marketing.
